Current and Pending (Other) Support

Most federal sponsors require Senior and Key Personnel to report information about their Current and Pending (Other) Support whether or not salary is received.
Federal agencies use these disclosures of support for their research to assess:

  • whether the individual or team have the capacity to conduct the research,
  • whether there is any overlap,
  • and/or whether there are any conflicts of commitment.

Researchers should ensure they disclose all applicable Research Support as required through the lifecycle of a research project (proposal, just-in-time, progress reports). Annual progress reports should reflect any changes to a researcher鈥檚 level of effort and sources of support over the previous year.

Most federal sponsors have adopted the Common Disclosure Forms and require researchers to use to generate their forms.
Much of the basic information needed to complete these forms can be found on , prior proposal submissions, or sponsor systems (such as ). Most sponsors also expect and have specific requirements for the disclosure of Foreign Interests related to an investigator鈥檚 research endeavors.

Disclosure requirements and the information needed to populate the forms will vary by agency and funding opportunity. Check the funding opportunity announcement as well as specific agency policies and make sure information is complete, accurate, and follows sponsor guidelines. Review the following UW guidance on some Sponsor Specific Requirements.

If you are unsure whether something is relevant or if it should be listed in more than one place, err on the side of reporting in both places.

Support that Senior/Key Personnel must report:

Report all funding sources 鈥 federal, non-federal, commercial or institutional 鈥 available in support of and/or related to an individual鈥檚 research endeavors. This includes (but is not limited to):

  • Ongoing Research Grants, Cooperative Agreements, and Contracts
  • Clinical trials
  • Pending research proposals under consideration/in review
  • Research performed outside of UW appointment or through/on behalf of another institution
  • Selection to / participation in a Foreign Talent Recruitment Program (FTRP), or similar program, if research support is provided
    • Note that participation in a FTRP may be subject to restrictions.
  • Startup packages and support for research from an external entity even if the research is not being carried out at that entity
  • Endowments, retention funds, or internal grants or funding from the UW that directly support research AND when required to segregate the funds, submit invoices, provide reports, or otherwise provide a 鈥渟eparate accounting鈥.
  • External consulting that includes the conduct of research; is related to the individual’s research but could impact funding, alter time commitments, or otherwise impact scientific integrity; OR where the consulting entity requires the researcher to conceal the relationship must be disclosed.
    • This is typically considered an outside activity that needs institutional approval and prior approval as well.

Examples of support that is typically not included:

  • Completed support
  • Start-up packages from the applicant institution (the UW)
  • Honoraria (payment for an appearance, speech, publication, etc.)
  • Gift funds or prizes provided with no expectations
  • Endowed chair funds and other endowment allocations
  • Core facilities and/or shared equipment that is broadly available (unless provided as In-Kind support)
  • UW Discretionary funds where there is no need to segregate the funds, submit invoices, provide reports, or otherwise provide a 鈥渟eparate accounting鈥 do not need to be reported as CPOS.

Appointments/Affiliations

Honorary or adjunct appointments are a form of compensation; all academic, institutional, and professional appointments must also be disclosed in the Biosketch if they are included in the Current and Pending (Other) Support document as a source of research support.

In-Kind Resources

In-kind resources are non-monetary support such as office/laboratory space, equipment, supplies, and personnel. Report in-kind resources from any external entity made specifically available to Senior/Key Persons in support of research activities if they have a dollar value greater than $5,000 and an associated time commitment.

Travel provided to conduct research with an associated time commitment is an in-kind resource must be disclosed, regardless of the value.

In-kind resources for use on the project for which the Current and Pending (Other) Support form is being submitted should be disclosed in the 鈥淔acilities & Other Resources鈥 statement.

Other Support Training

All Investigators applying for federal funding in which the sponsor has an Other Support training requirement must complete the UW鈥檚 required training on Financial Conflict of Interest (FCOI) & Other Support Disclosure.

When Other Support training is required, OSP verifies training completion at the time an award is made to the University.

As a reminder, the PI retains personal responsibility and accountability for all portions of the proposal, including post-submission revisions. See GIM 1.

If a researcher identifies an omission or error in a previously submitted proposal, JIT submission, or progress report, the PI should contact OSP to have the disclosure corrected.

Sponsor Specific Requirements

Accessible Accordion

All individuals identified as senior/key personnel are required to complete the Financial Conflict of Interest (FCOI) & Other Support Disclosure training. For NIH and NIH pass-through awards, OSP verifies NIH Other Support training completion by senior/key personnel at the time an award or noncompeting continuation funding is made to the University.聽聽

NIH requires Other Support information for Key Personnel at Just-In-Time (JIT), in annual Research Performance Progress Reports (RPPRs), as well as included with requests for Prior Approval to Change Status.

Roles that do not need to report:

  • Training Grant Program Directors, training faculty, and others involved in oversight of training grants
  • Individuals categorized as Other Significant Contributors

The NIH requires that any 鈥渕onetary donations鈥 that support an investigator鈥檚 research that are given with an expectation be disclosed as Other Support. The NIH has published to help distinguish between a reportable monetary donation versus a non-reportable 鈥済ift.鈥

NIH stresses in their that recipients should err on the side of disclosure. Senior/Key Persons are expected to provide complete and accurate reporting for all sources of research support, financial interests and affiliations, both foreign and domestic.

Supporting Documentation

The NIH requires that researchers submit copies of contracts with foreign institutions for any activity disclosed as Current & Pending Support. If contracts are not in English, a translated copy must be provided. This requirement does not apply to personal service contracts or for fellows who are supported by foreign entities. Supporting documentation is not added in SciENcv: add as a separate, flattened attachment in eRA JIT, RPPR, and Prior Approval modules.

Research Performance Progress Report (RPPR):

Individuals who have expended at least one month of effort during the year (compensated or uncompensated) should be reported in the annual RPPR each year. Include any changes to their proposed or previously reported effort levels.

If an individual鈥檚 primary affiliation is with a foreign organization, the name of the organization and country must be listed.

Report changes in any Senior/Key Person鈥檚 Other Support from what was proposed in the application or the last reporting period.

For each Senior/Key Personnel added to the project, provide a Biographical Sketch and their Other Support information with all the components outlined on this page.

  • All individuals added as Senior/Key Personnel after award must complete this updated training before a Research Performance Progress Report (RPPR) is submitted.
  • If the PI submits an RPPR directly to a sponsor, the PI is certifying that information is accurate and will comply with sponsor terms and conditions which may include this training requirement for all senior/key personnel.

The NSF requires that in-kind contributions provided by persons / institutions not separately listed in the budget be included in a 鈥淟etter of Collaboration.鈥

Supporting Documentation

The 乱伦社区 is required to maintain copies of contracts, grants, or other agreements specific to foreign sources of research support disclosed as Current and Pending Support. Units must maintain all copies locally and supporting documentation will be provided to the NSF upon request.

The UW Research Security Office must review copies of supporting documentation for compliance with NSF award terms & conditions. When applicable, email copies to researchsecurity@uw.edu, then attach the response email to eGC1 with a note that Foreign Activity Review applies.

Note: While the DoD has adopted the Common Forms, disclosure requirements can vary widely across components. Check funding opportunity announcements and other sponsor documents closely to understand what must be disclosed, and at what stage of the award lifecycle.

In general, all Key Personnel must provide Previous/Current/Pending Support. This is required at the time of proposal. An updated version is required if a proposal is recommended for funding.

Items to include for each listing of support:

  • Title and objectives
  • Time commitments (percentage of year)
  • Total amount of funding
  • Name and address of funding agency or party providing support
  • Performance period

Research Performance Progress Report (RPPR)

DoD requires that all participants performing research on a grant be identified, whether paid or not, in the annual report (RPPR).

The Department of Energy has adopted the Common Forms for Current and Pending Support (CPS) disclosure. Individual Notices of Funding Opportunities (NOFOs) will provide a definition of 鈥淐overed Individuals鈥 that informs whether anyone other than Senior/Key Personnel are required to submit disclosures. In general, the DOE follows the hosted by the NSF.

Researchers must include their ORCID iD in the 鈥淧ersistent Identifier (PID)鈥 field if required in their CPS form.

Proposals submitted to ARPA-E must also include disclosure of all support received over the previous five (5) years in addition to CPS.
The DOE requires disclosure as CPS and travel paid by an external entity that is provided to attend a conference or workshop (1) located in a country of concern and/or (2) is funded by an entity located in a country of concern.

Supporting Documentation

Supporting documentation of any identified source of foreign support must be provided to the DOE upon request, including certified translations of any document. Units must maintain copies locally.

According tot he : PIs and Co-PIs must provide all ongoing/pending projects and proposals (regardless of salary support) in which they are performing or will perform any part of the work.

Co-Is proposing to spend 10% or more of their time on the proposed project must provide ongoing/pending project and proposals (regardless of salary support) that require more than 10% of their time.

The current proposal does not need to be on the list of pending proposals unless it was also submitted to another funding opportunity (regardless of who the sponsor is).

Required Components:

  • Title of funded project or proposal title
  • Name of PI on award or proposal
  • Program name (if appropriate) and sponsoring agency or organization, including a point of contact with their telephone number and email address
  • Performance period
  • Total amount received by that investigator (including indirect costs) or the amount per year if uniform (e.g., $50K/year)
  • Time commitment by the investigator for each year of the period of performance

Proposing PI鈥檚 must immediately notify the NASA Program Officer identified for the Funding Announcement of any successful proposals awarded for substantially the same research as proposed to NASA. This continues to be a requirement any time after the proposal due date and until NASA鈥檚 selections are announced.

Current and Pending support is not required for students or Co-Investigators at non-U.S. institutions. Current and Pending support may, however, be requested for students depending on the Notice of Funding Opportunity.

7/08/2025:

12/31/2025: , applicants are required to:

  • Complete a (0MB Control Number 3145-0279) and must agree to update them at any time the USDA deems appropriate during the term of the award but no less than annually.
  • Certify that research security training has been completed not more than one year prior to the date of application and must recertify annually for the duration of the award. UW individuals can meet this requirement by registering for and completing this required Research Security Training.
    • Note: USDA requires all individuals working on USDA awards to complete Research Security Training.
  • Certify they are not party to a malign foreign talent recruitment program and must recertify annually for the duration of the award.

Other Professional Activities

Other Professional activities (referred to as Outside Activity聽 or outside work at the UW) related to your UW research must be reported in Current and Pending or Other Support documentation.

Any work for compensation outside of an employee’s position at the UW must be approved through the appropriate Outside Professional Work for Compensation process. Contact the Office of Research for specific questions.
